Why Fife’s Taxi Age Limits Need to Change

Right now in Fife, taxi and private hire vehicles face strict age limits:

  • No vehicle over 5 years old can enter the trade
  • Vehicles must be taken off the road after 10 years, or 12 years for WAVs
  • It doesn’t matter how well the vehicle is maintained, how safe it is, or how clean it runs

This might have made sense a decade ago. It doesn’t anymore.

Real-World Impact

These limits are pushing experienced operators out of the trade and putting others under serious financial strain. We are being forced to replace safe, roadworthy vehicles simply because they have hit an arbitrary cut-off.

Meanwhile, newer cars with poor safety ratings can still be licensed. For example:

  • Dacia Spring EV (2022) – 1 star Euro NCAP
  • Dacia Sandero (2021+) – 2 stars
  • Both can be licensed today
  • But a 2013 Škoda Octavia or 2015 Astra with 5-star ratings? Banned

It is not about safety. It is about age. And that is the problem.

The Government Agrees

“The setting of an age limit beyond which a licensing authority will not licence vehicles is somewhat arbitrary and disproportionate… it is perfectly possible for a well-maintained older vehicle to be in good condition.”

  • East Renfrewshire has scrapped age limits entirely
  • South Ayrshire is reviewing the impact of age policies on trade sustainability

  • Remove the 5-year entry ban
  • Allow vehicles over 10 or 12 years to remain licensed if they pass inspection
  • Keep the focus on safety, not age

It is that simple. Maintain high standards, yes, but let’s base them on condition and safety, not how old the logbook says the car is.
