Fife Council’s current vehicle age policy for taxis and private hire vehicles is outdated, arbitrary, and damaging the trade.
Under the existing rules:
This policy forces operators to scrap safe, roadworthy vehicles and invest thousands into replacements — at a time when costs are rising and the trade is under pressure.
Operators are already dealing with:
At the same time, some new cars with poor safety records are allowed, while older, safer models are banned just for being “too old”.
Examples:
Even the Scottish Government’s own guidance calls hard age limits “arbitrary and disproportionate”.
